Ready to Report a Spammer? (Read this FIRST...)
An exasperated AskBob reader says: 'Every morning I get a fresh, steaming load of unwanted spammy emails dumped on my inbox. They advertise dubious nutritional supplements, fake watches, and political pitches. Some are worse, phishing attempts to steal my online banking passwords or trick me into downloading malware. Get Mad, Get Even, or Just Press Delete?
Today I checked my spam folder and found some doozies. If I listed some of those subject lines, or even the keywords contained therein, you probably wouldn't have received this message. I’m just glad that the 150+ spam emails that arrived in the past 24 hours didn't land directly in my inbox.
I usually advise people to avoid spam by using filters to keep it out of the inbox as much as possible, and then just press Delete for the ones that sneak through. Maybe you're content with this approach, but sometimes the spammers can get under your skin, and make you want to do something more. If you want to proactively do something to reduce spam and/or help get spammers off the Internet, you can report spam and spammers to organizations dedicated to snuffing out this electronic menace.
Unfortunately, gathering the information you need to report spammers is not easy. You need the message's header information, which is hidden by default. Using the header info, you would need to identify each mail server and mail relay server through which the message passed on its way to you. You may need to discover the registrar of the domain of a server that sent the spam.
Then you have to find the spam-reporting email address or Web page of each entity to which you wish to report the spam message. Abuse.net may be able to help, but it does not include every contact for every domain on the Internet. You can't report spam or spammers to Abuse.net, but it can assist in correctly identifying the origin of an unwanted message, and help you direct your complaint to the right place.
Unfortunately, a lot of spam is sent from the computers of unsuspecting users who have been infected with malware. Millions of ordinary home computers are enslaved in botnets, remotely controlled by cyber criminals who hide in the dark corners of the Internet. You’ll end up reporting some poor schmoe running Windows 98, instead of the actual spammer behind the curtain. So in most cases, retaliation against spammers just isn’t worth the trouble. Hours of valuable time can be consumed to report one spam message. If you don't want to spend your entire waking life snitching on spammers, there are a few other options.

SpamCop is a spam tracing and reporting service that has been around since 1998. Currently, SpamCop is owned and operated by Cisco Systems, the giant networking hardware vendor. After registering as a SpamCop user (which costs nothing), you will be able to send spam messages and header information to SpamCop via email or by pasting the info into a Web form. SpamCop takes care of the gory details of identifying where the message came from and reporting the spam to the correct entities. SpamCop also uses your report to compile a database of spam sources that is widely used by ISPs to improve their spam-blocking filters.
"Beware of cheap imitators," warns SpamCop's home page. Yes, there are phishing sites that pose as spam-reporting services. They will collect your email address as part of the phony reporting process, and it will end up on even more spammers' mailing lists.
Spam Bully is a $30/year personal anti-spam program that not only filters your email for spam, but also reports spam to the servers through which it passed and to the Federal Trade Commission. Spam Bully works With Office 365, Office 2019 & Older, Outlook, Live Mail, Outlook Express, and Windows Mail.
Mailwasher is a front end to your inbox that helps you "wash" your incoming messages and ensure that only the good ones make it to your inbox. Mailwasher works with all email accounts and email programs, including GMail, Hotmail, Yahoo, and other web-based email services.
You can report a spam-based fraud to the FTC, but don't bother sending a copy of the spam message to spam@uce.gov -- that address was phased out in 2004. When you report fraud to the FTC, they will share your report with 2800 local, state, federal and foreign law enforcement partners. Just don't expect a reply. The FTC notes that they do not resolve individual complaints, but your report might be used to find patterns and investigate cases.
If financial fraud or impersonation is involved, you can file a complaint at the FBI's Internet Crime Complaint Center (IC3). The FBI says they handle a variety of complaints — everything from cyber-enabled frauds and scams to cybercrime, and they encourage you to file a report even if you are unsure of whether your complaint qualifies. These reports help the FBI to investigate reported crimes, track cyber threats, and even freeze stolen funds.
To Report or Not to Report, That is the Question
It's important to note that reporting every unwanted message may overwhelm providers and authorities, diluting the effectiveness of spam enforcement. So here's what I think is a reasonable middle ground: If a reputable company is contacting you with promotions after you've given permission, use “unsubscribe” links rather than reporting as spam. Occasional unwanted emails from small businesses or acquaintances are better managed by blocking or unsubscribing rather than official spam reports. And if you’ve unsubscribed or blocked the sender successfully, and further contact does not occur, more escalation is not necessary. Focus on reporting only those messages that are deceptive, suspicious, or fraudulent.
Perhaps the easiest way to report a spam email is to click the "Report Spam" or "Mark as Junk" button in your email program. Email providers are using behavioral cues to detect and zap spam. If for example, a majority of users ignore, delete, or "mark as spam" a particular message (or even open without clicking any links) that's pretty strong evidence that the email is unsolicited and/or unwanted. Reporting spam in this way won't help to find or punish the perpetrator. But armed with such data, Gmail, Yahoo, Outlook and other email providers can tweak their filtering algorithms and direct similar messages to the trash if they appear again. By making the spammers' efforts less productive, it should lessen the incentive to continue.
As maddening as the spam problem can be, it's very important NOT to become a vigilante. Back in 2005, a notorious Russian spammer was found murdered in his Moscow apartment. Not even the vilest of offenders deserves that. There are laws in place to deal with these miscreants, so if you want to do more than press “Delete” or “Mark as Spam”, it's best to report any information you have, and allow the authorities to deal with the problem from that point on.

Thanks, Bob, for addressing this highly escalating problem of spam email. I use the Thunderbird email client, which has been doing an admirable job of filtering out the junk mail that I am currently receiving.
But this still necessitates reviewing my spam folder for possible errors. What is clearly happening here are more sophisticated attempts at impersonating trusted sources, like ISP's Social Security, Medicare, and the like - to phish for personal information.
Are these government agencies and ISP's aware of such activity, and doing anything to combat it? If not, then "why not"? Certainly, the FBI should be addressing any phishing of government agencies!
I have also noticed a sudden surge in multiple spam attempts, sent out in batches of 10 or more - possibly intended to crash through spam filters.This has all become extremely annoying, and must be overloading the email and internet infrastructure that we all have become so dependent on. Thanks, again for reporting on this, and keep us up to date on any progress in snuffing out this growing menace!

I, too, use Thunderbird. One thing that email program users should be aware of is that your email provider is likely using some sort of spam filter on incoming mail. Our email provider is Optimum, which does do spam filtering. The incoming messages that their spam filter catches get put into the online Junk folder. The problem is that those messages are not downloaded by Thunderbird because they're not in the online Inbox folder; they're in the online Junk folder. That means that I have to log into Optimum webmail on a regular basis to see if there are any legitimate messages that were marked as spam by Optimum and sent to the online Junk folder—and that happens about every 7 to 10 days. There used to be an option to turn off the Optimum spam filter (which I had done), but that option was removed several years ago.

I generally use Hotmail on Firefox. After trying to block various domains vs their senders and still finding emails from them in my junk mail I realized Hotmail is actually very good at sending them to junk mail. I only report phishing now when someone is obviously after me to do something foolish. I do check and clear my junk mail daily to make sure that no valid mail accidentally gets included.

This is an ever increasing problem! In my case, I have several email accounts for different functions. There is one "dummy" account that I use as a "lightning rod" to deflect spam to that account and away from my authentic accounts. It works! The "dummy" account serves for the online ordering and a few miscellaneous communications. The spam seems to "accumulate" into that account's inbox; therefore, every few years, I delete the "dummy" account and replace it with another "dummy" account. That works nicely!
With that, I seem to receive a low amount of spam in my email accounts; however, it is the text messages on my phone that are the greater source of spam. There are crooks that present me with fake job offers, fines, some other scams, and other ridiculous nonsense. Basically, for spam text messages, I will just select delete and report junk.

Some months ago I ran across this email address to report phishing email activity.

I would attempt to limit what I forwarded to truly hard core phishing emails, but sadly, I suspect the spammers were somehow monitoring traffic to that website and my junk mail more than doubled. Obviously, I've quite forwarding emials and as Bob has basically suggested, just delete and move on. As others have said, spam emails apparently can't be eliminated.

I report the paypal spam to Paypal. They always send me a thank you message. Hopefully they do something with the info.

Steven: I, too, have an email account from the Internet/cable provider Optimum but my Thunderbird client has a "Junk" folder for that account just like the junk folders (sometimes called "spam" or "bulk") that it has for my other email addresses. I don't use that Optimum address for almost anything except emails to and from Optimum itself, so maybe it's unlikely I would get much spam there anyway. But on the rare occasions when I find emails in that folder (which are promo offers from Optimum itself, ironically) I have checked the same folder online (via webmail) and noticed that the contents match.
My email handling is configured as IMAP, so if yours is "POP" instead, maybe that accounts for the different experience you are having. If you haven't already, try deleting the Optimum email account from Thunderbird and then add it back in (choosing IMAP protocol) to see if it now establishes a functional Junk folder for you. The process doesn't take too much time to automatically load back in all the emails you previously had in that account's various folders. The only other explanation I can imagine lies with the version of Thunderbird you are using. Though mine is probably not the only version that properly puts suspected spam in the client's own Optimum Junk folder, I will mention that the information for mine (at "Help > About") says it's "140.2.0esr (64-bit) Thunderbird Windows MSIX package thunderbird-MSIX".

Here in the UK we have a government email reporting system.
Forward the email to Report@phishing.gov.uk
It does what it says on the tin but doesn’t stop the emails, it never could but it makes me feel better for doing something

I had typed out an extensive reply to you, but forgot to input my name and email address before clicking on "Post Comment." My entire comment then vanished into the ether.
ARRGHH!
Anyway—short version—yes, I do use POP3 for my Optimum email, which is, I'm sure, the reason for our different experiences. Over the years, I have considered changing from POP3 to IMAP, but I never before had a compelling reason to do so. And if I did change, I would still have to go on to their clumsy, slow and cumbersome webmail system regularly to whitelist whatever legit emails Optimum throws into my online Junk folder—or I could just move them to my Inbox in Thunderbird, but then subsequent emails from those senders would still get shunted into the online Junk folder.
I believe the only permanent fix would be for Optimum to bring back the option for each user to opt out of online spam filtering.

I also access my gmail account using IMAP through Thunderbird and I do not have similar problems to Optimum. Then again, I receive FAR more messages in Optimum than I do in gmail. I do not remember even once having to rescue a legit gmail message from gmail's Junk folder.
